Coral Gables, South Miami and Pinecrest parents are set to get clearer timelines and earlier notice before their children's school assignments change, after Miami-Dade School Board member Luisa Santos directed the district to modernize its attendance boundary process.

Santos, who represents District 9 covering all three communities, introduced agenda item H-10 at the board's June 17 meeting. The measure directs the superintendent to review how the district draws school boundaries, communicates changes to families, and aligns those decisions with Magnet and Choice program deadlines.

The district administration must present findings, recommendations and any proposed policy revisions to the Personnel, Student, School & Community Support Committee no later than this month. As of July 11, no public meeting date has been posted for that presentation, and it is unclear whether the administration will meet the deadline Santos' directive set.

"Our goal is to give families, staff and community members earlier, clearer information to make informed decisions, while also ensuring resources are invested where they are needed most," Santos said in a statement accompanying the item.

What the Reforms Would Require

The directive targets several pain points local families have faced. Under the proposed reforms, the district would:

  • Align boundary changes with Magnet and Choice enrollment timelines so parents aren't blindsided after committing to a program
  • Expand multilingual communication and virtual engagement options
  • Create public data dashboards showing how community feedback shapes decisions
  • Give families a chance to weigh in on proposed school programs or configurations before they're finalized

The item also calls for stronger links between enrollment decisions and long-term facilities planning, and asks the district to review student assignment policies to reflect a landscape where families have access to more school choice options, specialized programs and grade-level configurations.

Falling Enrollment Drives the Push for Change

The boundary review comes as Miami-Dade County Public Schools faces steep enrollment losses. District enrollment fell 4% in a single year, dropping from 326,279 students in 2024-25 to 313,220 in 2025-26, according to K-12 Dive reporting. The district had projected losing 5,000 students but actually lost about 13,000.

At the same June 17 meeting, the board unanimously approved closing or consolidating nine schools for the 2026-27 school year and eliminating 168 positions, a move expected to save $17.3 million. Those closures were recommended by the district's Attendance Boundary Committee after a yearlong review. The district has not specified which of the nine closures fall within District 9.

For families in Coral Gables, Pinecrest and South Miami, districtwide closures and potential boundary redraws could shift neighborhood school assignments. Santos' measure calls for more lead time and community input before those changes take effect.
